It started in California andv expanded. NOTE: Counties are made determined by population from least populous to most populous (see the overlays). (Webb County, TX was forgotten by mistake so it is not with others, along with Douglas County, CO, but both are created). States with counties are not by borders, or random, but by population (in 2010).
