As the United States takes more military control over California for their non-nuclear war against North Korea, the Californians get unhappy with the occupation. As the United States masses troops in Guam as a relief force for their encircled original invasion force, California rebels. The United States, busy with its war, does not have the resources to take back California, and so leaves them be... for now.
